Lou Dobbs Investigates Fraud at the Small Business Administration Lou Dobbs and CNN report that there was apparently widespread fraud at the United States Small Business Administration, which improperly awarded hundreds of millions of dollars to several undeserving large corporations. In fact, the GAO concluded in a report that the SBA's Hubzone Program was "vulnerable to fraud and abuse."
