If New York's Unemployment Board determines that I am entitled to unemployment benefits, does that mean that my employer is precluded from arguing that I am still bound by my non-compete agreement ?

No. As noted in "Why a NY Unemployment Board Finding Has No Bearing on a Lawsuit," New York State's legislature carved out an exception to the general rule that would normally dictate that such a finding would bar further litigation of the same issue.
