In many cases, the answer is yes. And the reason is fairly simple: unlike the general populace, the police often have available to them a defense that they were in the process of responding to an emergent situation when the accident occurred, and therefore may be immune from liability for ordinary negligence. While they could still be held liable for acted with reckless disregard for the safety of others, that is a far more daunting thing to prove.
